Possible meeting other non Party / NPCs outside of Town?
I don't know, but maybe they just made the game this way. So far Pre-Searing and Post-Searing I have not met a soul outside of a town. I would have to be in a party so actually see someone other than myself and henchmen.
It would be nice to meet other people while roaming outside of towns. It gets pretty boring wandering around by yourself and only encountering monsters and NPCs and sometimes you don't want to get a party. But just like to meet some people along the way and maybe help them out in a fight. |

As soon as you leave a town or outpost, you're in an "instanced" map, which that only you and any people in your party you left with at the time will be in the map.
You're not going crazy and just missing everyone, it's how the game is designed. (I like it, actually... Makes it seem like the wilderness is more dangerous *because* there aren't fifty billion people running around.) m19 |

Think of it this way... yes, you have to give up the random meeting of others outside of town, which has it's goods and bads, but what you gain is a sense of danger (as mentioned above), NO kill stealing, NO waiting in line to kill mobs, NO waiting in line to kill boss mobs, NO waiting in line to complete quests, AND last but not least, NO random ganking by some uber lvl 1000 dude with way too much time. If I had to choose (which I have) I would go with the instanced everything like this is. When I want PvP, I know where to get it... and it is NOT getting ganked while trying to follow a WELL WRITTEN story plot line for a quest.
